The Securities Division of the Saskatchewan Financial Services Commission (SFSC) issued a temporary cease trade order April 15, 2009, against Lehman Brothers & Associates Corp. (Lehman Brothers), First National Investors Services (FNIS), Jonathan Morris and Greg Marks. The order expires on April 30, 2009, and may be extended.
The order directs Lehman Brothers, FNIS, Morris and Marks to cease trading and advising in securities and exchange contracts. None of them are registered in Saskatchewan to trade or give advice about securities.
Between July 2008 and March 2009, Morris on behalf of FNIS and Marks on behalf of Lehman Brothers offered to purchase shares already owned by certain Saskatchewan investors at an inflated price. Before receiving payment for the shares, the investors were first required to wire thousands of dollars to company bank accounts either as a tax payment or security deposit.
"These types of transactions are often referred to as 'advance fee schemes,' or 'reload scams'," SFSC Deputy Director Ed Rodonets said. "In some cases we have investigated, once the money has been sent, the investor is pressured to send even more money to assure the delivery of the full purchase price. Once this advance fee, also referred to as a margin payment, insurance premium or performance bond is paid, the buyer never follows through with the purchase."

The SFSC received assistance with this investigation from the Quebec Autorite des marches financiers and the Ontario Securities Commission.

Lehman Brothers & Associates Corp. referred to in this cease trade order, is not connected in any way and should not be confused with the former global financial services firm of Lehman Brothers Holdings Inc. or any of its subsidiaries.
