Inmate Calls

An inmate telephone system, Telmate, is implemented in the following secure custody adult correctional facilities:

  • Saskatoon Correctional Centre
  • Prince Albert Correctional Centre
  • Regina Correctional Centre
  • Pine Grove Correctional Centre
  • White Birch Remand Unit

All calls are recorded, except to lawyers and other privileged recipients. However, there are strict policies regarding listening to the recordings. Generally, an order of the court or an imminent threat to the safety of a facility is required.

The ability to gather and effectively use information related to offenders is critical to the safe operation of correctional facilities. The telephone system better protects victims and the public from unwanted and/or harassing telephone calls from inmates as well as provides corrections staff with tools to reduce the potential for fraudulent and illegal telephone use. Often, information about offenders' associates and activities can be used to reduce incidents and illegal activities inside the facility and in the community.

The system allows outgoing calls only. However, the public may call customer service to leave a personal voicemail for an inmate for a charge.

Three-way calling is not permitted. All offenders will be blocked from dialing phone numbers that are confirmed to have facilitated a three-way call.

The phones are programmed for a maximum call of 20 minutes. The inmate/called party will receive a one-minute warning before the time limit is reached and the call is cut off.

1. Calls and Charges

If you are the recipient of an inmate's call, a recorded message will announce the inmate's name and facility, the type of call – collect or prepaid – and that the call will be recorded. The caller will be prompted to accept or reject the call by pressing a key on their touch tone phone.

The public may call customer service for assistance in blocking or unblocking their phone number.
Inmates are permitted one free call daily up to 20 minutes (local/long distance; Canada/USA).
Additional calls:
Prepaid Calling Packages Calls as low as $1 each plus tax and fees
Prepaid (local/long distance; Canada/USA) $2.50 per call for up to 20 minutes (flat rate)
Collect (local/long distance; Canada/USA) $4.30 per call for up to 20 minutes (flat rate)
Leaving a Voicemail: $1.00 each

Rates apply to local and long distance, Canada/USA calling.

Calls and deposits from least to most expensive

Prepaid Calling Packages:

  • Packages can be purchased by friends and family online at www.inmatephones.ca or by calling customer service at 1-866-713-4761.
  • Package calls can be used anytime during a 30-day period.
  • Packages are non-refundable and expire after 30 days.
  • Fees for online purchases: $2.00 + 5% + 11% GST/PST.
  • Fees for purchases made through a live customer service representative: $2.50 + 5% + 11% GST/PST.
  • Packages:
    • $59.95 for 60 calls (online purchase cost $71.54)
    • $34.95 for 30 calls (online purchase cost $42.54)
    • $19.95 for 15 calls (online purchase cost $25.14)

Prepaid:

  • Prepaid calling at $2.50 flat rate per 20 minute call.
  • Kiosk cash prepaid deposits are subject to 11% GST/PST only.
  • Credit card prepaid deposits at kiosks, online at www.inmatephones.ca, or by Interactive Voice Response (IVR) to Customer Service at 1-866-713-4761 are charged $2 plus 5% of amount plus 11% GST/PST.
  • Prepaid credit card deposits through a live customer service representative are charged $5 plus 5% of amount plus 11% GST/PST.

Collect:

  • Collect calls cost $4.30 compared to $2.50 for prepaid calls.
  • Quick Connect (Credit Collect): friends and family enter credit card information to pay when receiving the call: $2 plus 5% of call charge ($4.30) plus 11% GST/PST.

A bill statement fee of $1.50 is charged each month a collect call is accepted.

Billing for a call only begins when the parties are connected.

2. Depositing Money in an Inmate’s Prepaid Telephone Account

Family members and friends can deposit funds into an inmate's telephone account at kiosks located in some facilities, by cash or credit card, or through a secure online webpage – www.inmatephones.ca.

Purchasing prepaid telephone time is subject to PST and GST.

Reimbursement of money in an inmate's prepaid phone account can be arranged by contacting customer service.

Deposits can be made at any Telmate kiosk in Alberta, Manitoba, New Brunswick, Nova Scotia, Prince Edward Island and Saskatchewan. For example, deposits can be made at the Calgary kiosk for an inmate located in Regina.

The person depositing funds to an inmate's account will require the inmate's personal identification number (PIN). Inmates should provide their PIN to those who will require it in order to deposit money into their prepaid accounts or leave them a voicemail. An inmate's PIN can also be obtained from the receptionist at the correctional centre.

After entering the PIN, the kiosk will display the name of the inmate to confirm.

Prepaid funds are registered in the inmate's account immediately and a voicemail is sent to the inmate to notify him/her of the funds.

Telmate kiosks now allow visitors to deposit money into an inmate's trust account.
