Municipal Revenue Sharing Grows To $251 Million And A 45 Per Cent Increase To Paratransit Capital Funding

The Government of Saskatchewan’s 2019-20 balanced budget increases support to municipalities with consistent and predictable funding.


Direct provincial supports for municipalities will total $437.1 million for the coming year, supporting infrastructure projects and community initiatives through the Municipal Revenue Sharing Program (MRS), which give local governments the funds they need to properly administer and grow their community and economy.  This represents a $25.4 million, or 6.2 per cent increase over 2018-19.

Following a thorough review and consultation on the MRS program, it was announced that overall funding would increase to $251.6 million.

This funding will be distributed as follows:
  • $161.3 million to urban municipalities;
  • $71.7 million to rural municipalities; and
  • $18.6 million to northern municipalities.
“I am incredibly proud of our government’s ability to not only deliver on a balanced budget, but to also increase funding to municipalities in the form of revenue sharing,” Government Relations Minister Warren Kaeding said.  “Since 2007, MRS funding has nearly doubled.  Our commitment remains clear.  We are listening to our municipal partners and will continue to work hand-in-hand with them as we serve the citizens of this great province.”

The 2019-20 Budget also notably saw the announcement of an addition $250,000 for the ministry’s paratransit capital grant program.

“The addition of this new funding will enable the program to partially fund up to 15 new paratransit vehicles in the province, providing improved mobility and accessibility to those who need it most,” Kaeding said.

Additional key infrastructure investments includes:
  • $89.4 million in provincial infrastructure funding for the New Building Canada Fund;
  • $25 million in provincial funding for the new Investing in Canada Infrastructure Program, which begins implementation in 2019-20;
  • $14 million for the Municipal Roads for the Economy Program;
  • $6.7 million for the Urban Connector Program;
  • $1.6 million in provincial infrastructure funding for the Clean Water and Wastewater Fund, which is winding down; and
  • $1.4 million for the Strategic Partnership Program.
In addition, resources have been allocated to the Saskatchewan Public Safety Agency to provide more efficient and responsive emergency services to all Saskatchewan communities.
