Proponents should apply for an assessment:
- if the project appears to be a development under The Environmental Assessment Act, (the Act);
- if there is uncertainty whether it is a development. The ministry will screen the proposed project to determine if an assessment is required; or
- if they wish to propose a change to an existing development that received Ministerial Approval.
Proponent Self-Assessment has been designed to help clients with a preliminary review of the expected impacts of a proposed project on the environment.
Appendix A in the Technical Proposal Guidelines includes a checklist of questions intended to provide clarity to proponents in assessing whether a project requires a formal review and Ministerial Determination.
