BAKER APPOINTED ACTING CHIEF ELECTORAL OFFICER

Premier Roy Romanow today announced that Jan Baker has been appointed

Acting Chief Electoral Officer by the Legislature's Board of Internal

Economy. The appointment is expected to be confirmed by a resolution

in the Legislative Assembly during the next session.



"This spring, we passed legislation establishing the Chief Electoral

Officer as an independent officer of the Legislature," Romanow said.

"After an intensive search and screening process, an all party

committee has unanimously recommended that Jan Baker be the first ever

Chief Electoral Officer appointed by the Legislature."



Ms. Baker has been employed by the Electoral Office since 1979. She

has provided technical support to electoral boundaries commissions in

1988, 1991 and 1993.



Ms. Baker has also assisted in conducting elections in Namibia (1989),

Ethiopia (1992) and Peru (1992).



"Jan Baker has played a key role in the last four provincial

elections," Romanow said. "During that time she has earned a

reputation for efficiency and fairness. I am pleased that her work

has been recognized by all political parties represented in the

Legislature."



Romanow noted that the creation of the independent Chief

Electoral Officer is one of initiatives to improve Saskatchewan's

electoral system implemented since the last provincial election.

These improvements include:



improving the accessibility and clarity of The Elections

Act, 1996;



delineating the accountability of candidates and political

parties;



improving the rules governing election finances;



creating provision for temporarily displaced voters

including mobile polling to cover situations such as forest

fire evacuations; and



improving accessibility to voting through provision of an

absentee ballot mechanism.



"Our government is committed to ensuring that Saskatchewan people

can choose their government in fair and impartial elections,"

Romanow said. "The appointment of Jan Baker as an independent

Chief Electoral Officer continues to move our province in this

direction."
