Justice Minister John Nilson today announced that negotiations havebegun with the Prince Albert Grand Council (PAGC) to finalize details
of a five-year agreement for the establishment of a temporary Spiritual
Healing Lodge near Prince Albert.
"This is an initiative that provides an opportunity for the Aboriginal
community to provide programming for Aboriginal inmates," Nilson said.
"The government has agreed in principle to the proposal brought forward
by the PAGC. Now we have to sit down and decide the most efficient and
cost-effective way to get the lodge operational as soon as possible."
Provincial funds for the project will come from a reallocation of
existing resources. Correctional Service of Canada will also be
participating in this project through the involvement of federal
inmates in the program, and a proportionate financial contribution.
"The council is very pleased a healing lodge for the Prince Albert area
will be a reality," said Grand Chief Alphonse Bird. "Aboriginal
offenders will benefit from a facility that offers programs based on
their culture and traditions.
"The Grand Council feels offenders will be well prepared for
reintegration into their respective communities because of the
traditional path they have taken while in the program. This will
assist them in making positive life decisions."
Under the agreement, the PAGC will operate a culturally-based healing
lodge for 30 provincial and federal inmates. The program will provide
knowledge and skills to offenders to assist them in becoming
contributing members of society.
The program will be for low-risk offenders who are nearing the end of
their period of incarceration and are preparing to return to their
communities.
Nilson and Bird both highlighted the fact that Elders and the
Aboriginal community will be heavily involved in the project, making it
even more relevant to Aboriginal offenders.
A site for the lodge has not yet been finalized. It is anticipated to
be operational this fall.
