SaskBuilds and Procurement Launches New Monthly Construction Update

Regina Specialized Long-Term Care Home Project 

The Ministry of SaskBuilds and Procurement is introducing a new series to highlight infrastructure projects across the province. 

The Monthly Construction Update will feature a selection of the 20 major and 134 additional construction projects in Saskatchewan, offering an inside look at the work underway, the teams collaborating on them and how the projects will benefit people and communities in the province.

"The Monthly Construction Update offers timely insight into important infrastructure investments occurring in our province," SaskBuilds and Procurement Minister Sean Wilson said. "This new initiative demonstrates the progress and purpose these projects deliver to protect communities throughout Saskatchewan."

To kick off the series, we are showcasing a large health infrastructure project already underway - the Regina Specialized Long-Term Care facility (RSLTC). The project is a multi-story building on government-owned land located south of the Saskatchewan Polytechnic Regina campus.

The facility will include 240 specialized long-term care beds, serving seniors and residents with complex long-term care needs such as dementia, cognitive and acquired brain injuries and other complex behavioural needs.

The project advances the Government of Saskatchewan's commitment to invest in health infrastructure and ensuring Saskatchewan residents have access to the care they need. 

"Our government is committed to providing seniors and individuals in long-term care with safe and comfortable spaces to live," Mental Health and Addictions, Seniors and Rural and Remote Health Minister Lori Carr said. "We are very pleased to see the continued progress on the Regina Specialized Long-Term Care Home that will serve Regina and area residents for years to come."

Designed with comfort and dignity in mind, the facility will offer a welcoming, home-like environment. Each floor will be comprised of four resident neighborhoods thoughtfully arranged around a central hub that serves as a vibrant space for dining, social interaction and connection.

Additionally, the facility will include individual resident rooms with bathrooms, indoor and outdoor multipurpose spaces, a therapy centre and Indigenous gathering and spiritual spaces; all to enhance residents' quality of life and wellbeing.

Graham Design Builders LP commenced construction in September 2025. Key milestones include installation of the tower crane, substantial completion of foundation work and construction of the stairwell structure.

Construction crews have begun pouring concrete for the foundation slab, along with advancing vertical column pours, marking the transition to visible vertical construction.

Site servicing work is complete, and the initial phase of roadway construction was completed in October 2025. SaskPower is anticipating street light Infrastructure installation in spring 2026, while more roadwork will continue into 2027.

  • Anticipated Project Length: four years, including design and construction.
  • Scale: Five stories, 21,979 m2, or 236,580 ft2. This is about the size of two Remai Modern art museums or two Mackenzie Art Galleries or one-third of the Mosaic Stadium building area.

Construction is progressing and is anticipated to reach substantial completion by fall 2028. 

The 2026-27 Provincial Budget delivers a capital budget in Saskatchewan at $4.3 billion, one of the largest total capital budgets in Saskatchewan's history.
