Enhanced Oil Recovery or Waterflood Project Commencement Notification

Apply to notify the Ministry of Energy and Resources that an Enhanced Oil Recovery or Waterflood Project has met the required criteria for starting operations (commencement).


1. Guidance

The operator is responsible for notifying the Ministry of Energy and Resources when all commencement criteria are met, as outlined in the conditions of the Government of Saskatchewan’s approval for the project.

A project is an Enhanced Oil Recovery (EOR) project, waterflood project or any oil and gas project that’s approved with project commencement criteria requirements.

Examples of potential commencement criteria include:

  • The official commencement date for a Waterflood Project is the first day of the first month when all proposed injection wells are operating.  
  • The official commencement date for an Enhanced Oil Recovery Project is the first day of the first month when the proposed injection wells, as stated in the approval letter, are operating.

2. Eligibility

To apply for project commencement, you must:
  1. Have an Integrated Resource Information System (IRIS) account and the appropriate permissions assigned by your IRIS Security Administrator.
  2. All criteria must be met as outlined in the conditions of the Ministry’s project approval.

3. How To Apply

To apply for a project commencement:
  1. Log in to IRIS and create a project commencement application.
  2. Complete the application details tab by providing a project description.
  3. Attach commencement application documentation (letter or document verifying commencement criteria are met) and well list.
  4. Confirm application information is accurate and submit.

Project commencement notification triggers royalty incentives, if applicable.  An operator won’t receive royalty incentives until a project commencement application is submitted and authorized by the Ministry.

The project operator Business Associates (BA) are collected through Petrinex and populated into IRIS.  If an operator BA change is required, the company must make the necessary changes in Petrinex.
