The Production Technology Section, Crops and Irrigation Branch, includes the Crop Protection Laboratory in Regina and Pesticide Licensing and Inspections, as well as Provincial Specialists in Plant Disease, Insect and Vertebrate Pests, Weed Control, Soil Fertility and Integrated Pest Management. The team works closely with producers, agronomists, ministry Regional Specialists, agri-businesses, researchers and industry groups to provide licensing, crop protection and soil fertility information. They also serve as the ministry representative on many regional and national committees.
Ken Panchuk, PAg – Provincial Specialist, Soils
Ken served as Cereal and Oilseeds Specialist with the Crops Branch from 1980 until 1997. In 1997, Ken became the Provincial Specialist, Soils; he continues to serve in this capacity.

Clark Brenzil, PAg – Provincial Specialist, Weed Control
Clark has been with the Saskatchewan Ministry of Agriculture since January 1998. He provides information and recommendations on weed control and weed control legislation to producers, agronomists, governments and agencies, as well as municipalities. He has past experience in the Crop Protection Industry, as well as university and government research.

Scott Hartley, PAg – Provincial Specialist, Insect and Vertebrate Pests
Scott’s insect specialty was derived from his education and experience with private industry, developing the economic threshold for grasshoppers in lentil and studying arthropod bio-diversity with AAFC. He has held this position since 1998.

Barbara Ziesman, AAg, PhD candidate – Provincial Specialist, Plant Disease
Barb joined the Ministry as the Provincial Oilseed Specialist and has just recently joined the Production Technology Section as our Provincial Plant Disease Specialist. She received her undergraduate degrees from the University of Alberta and will be defending her PhD this fall. Her favourite disease is sclerotinia.
Danielle Stephens, PAg, M.Sc. – Integrated Pest Management Agrologist
Danielle has been with Saskatchewan Ministry of Agriculture for three and a half years, most recently as the IPM Agrologist in Regina. Her favourite part of the job is getting out in the field for the insect and plant disease surveys conducted over the growing season. She also serves as the Provincial Minor Use Coordinator for Saskatchewan.
Kyle McDonald – Provincial Pesticide Investigator
Kyle recently joined the Production Technology Section as Provincial Pesticide Investigator. Kyle monitors, investigates and enforces regulations across the province that deal with the licensing, use, handling and distribution of pesticides.

Casandra Kitchen – Pesticide Licensing Officer
Casandra has been with the Ministry of Agriculture for the last nine years, and has been in the position of Pesticide Licensing Officer for one year. Casandra was born and raised in Regina and enjoys working with pesticide applicators in the province.
Richard Wilkins, MBA – Provincial Specialist, Pesticide Regulatory
Rich has spent the last six years with the Ministry of Agriculture, out of a total of 26 years in government. His role includes managing the Richardson’s Ground Squirrel Stewardship Program and the Provincial Rat Eradication Program. He is also involved in pesticide policy and applicator licensing, but quips “rats are my life”.
Venkata Vakulabharanam, M.Sc. P.Ag – Manager, Production Technology
Venkata feels very fortunate to be a part of an awesome team at the Ministry, whose passion is to help our farmers, ranchers and agribusiness through dedication and commitment. He shares their passion in helping growers do the right thing and protect their bottom line.
