Petrinex Penalty Waiver Application

Business Associates invoiced for penalties resulting from non-compliance events on Petrinex may apply for a full or partial waiver of those penalties through the Integrated Resource Information System (IRIS).

1. Guidance

Petrinex is the electronic reporting system the oil and gas industry uses to report volumetric, valuation, royalty taxpayer, and certain infrastructure to the Government of Saskatchewan. Non-compliance penalties result from missing, incomplete, or incorrect reporting.

A Business Associate (BA) is an individual or company that conducts oil and gas activities with the province through IRIS and Petrinex.

2. Eligibility

To apply for a waiver of Petrinex penalties, the BA must:

  1. Have an IRIS account and the appropriate permissions assigned by their IRIS Security Administrator to submit a non-compliance waiver application.
  2. Submit the waiver application through IRIS on or before the 45th day after the invoice date, as outlined in The Oil and Gas Conservation Regulations, 2012
  3. Request a waiver for invoices starting with 'Z'. Only non-compliance invoices are eligible for penalty waiver applications.
  4. Include the following information with the waiver request:
    • Invoice number
    • The line numbers for those penalties on which a waiver is being requested
    • Reason(s) for requesting a waiver
    • Any supporting documentation for the request
  5. Include the Petrinex Change Request number (CR#) or Service Desk ticket number if there's one associated with the non-compliance event(s).

3. How To Apply

  1. Make sure to submit the application within 45 days of the invoice date, and ensure you have the following documentation:
    • Invoice number
    • The line numbers for those penalties you're seeking a waiver for
    • Reason(s) for requesting a waiver
    • Any supporting documentation for the request
    • Petrinex Change Request number (CR#) or Service Desk ticket number if applicable
  2. Log in to IRIS.
  3. Under the Billing Management Module select "Create New Waiver Application."
  4. The Waiver Application Wizard will provide step by step instructions on how and what documentation is required to be submitted.

Please note any application for Petrinex Waivers submitted under the "Application for Obligation Waiver" will be denied as this application is only for Obligations.
